January 21st, 2008 – As of today, 47 million dollars were paid as compensation to over 500 municipal organizations for services provided to recover and reclaim residual materials for the years 2005 and 2006. This money will enable municipal organizations to continue improving their curbside recycling services including collection and sorting equipments, while informing their citizens of the importance of recycling.

The Regulation respecting compensation for municipal services provided to recover and reclaim residual materials, in effect since March 1st, 2005, prescribes designated companies and organizations, responsible of putting containers, packaging and printed materials on the market, to compensate for up to 50 % of the cost of municipal curbside recycling services. This system imposes upon registered financing organizations such as Éco Entreprises Québec and Recyclemédias to collect the funds from these companies and remit them, on an annual basis, to municipalities that offer services for the designated materials.
The total amount of compensation paid by Éco Entreprises Québec, for the period starting March1st, 2005 up to December 31st, 2006, is of 54 million dollars. According to the Regulation, Recyclemédias has, for its part, contributed the equivalent of 1.3 million dollars per year in media placements in local newspapers and magazines. These media placements are used to promote a public awareness campaign called DoGoodDoGreen.com.
Province-wide launch of municipal curbside recycling awareness campaign
Quebec City, September 6 2007 - As part of a municipal curbside recycling awareness campaign, Éco Entreprises Québec (ÉEQ), the Fédération Québécoise des Municipalités (FQM), the government agency RECYC-QUÉBEC, Recyclemédias and the Union des municipalités du Québec (UMQ) have joined forces to inform Quebecers about why it is important to recycle and how to improve their recycling habits through simple everyday gestures.
Speaking at the Do Good, Do Green awareness campaign launch, the Minister of Sustainable Development, Environment and Parks Line Beauchamp said she was pleased with the initiative : I am happy to see the municipalities, companies, print media and Québec government joining forces to raise public awareness and inform Quebecers about the importance of actively helping to recover recyclable materials. I am convinced that such a unique partnership will produce results and raise awareness. By listening to our little green voice and recovering our recyclables, we are taking concrete action for the benefit of the environment and future generations.
One aim of the public awareness campaign is to encourage Quebecers to use their recycling bins for all containers, packaging, printed matter including written media, paper, cardboard, glass, plastic and metal so that these materials can be recycled.
« The responsible management of residual materials is an environmental challenge to which Quebecers must contribute. The public awareness campaign aims to improve the recycling performance of Quebecers in order to eliminate less recyclable material for which there are numerous profitable social, economic and environmental uses, » said Robert Lemieux, president of RECYC-QUÉBEC.
« We are pleased with the launch of this public awareness campaign as well as the progress made with curbside recycling and the annual compensation paid to municipalities for services linked to this operation. This gain, which corresponds to a request made by the FQM in 2004, was made possible through the collaboration of partners from industry and government who are taking part in today's announcement, » said Bernard Généreux, president of the Fédération Québécoise des Municipalités.
Mayor of Maniwaki and UMQ Senior Vice-President Robert Coulombe pointed out that the Union des municipalités du Québec is a proud partner of the broad-scale municipal curbside recycling awareness campaign. « Management and financing of residual materials has always been a concern of the UMQ. Today we are taking the first step towards increasing the yield and performance of municipal curbside recycling in Québec. On behalf of the UMQ's board of directors, I invite all the municipalities to actively participate in this objective. »
Expressing the view of the container, packaging and printed matter industry, Daniel Tremblay, Chairman of ÉEQ's Board of Directors, said : « Éco Entreprises Québec is proud to be associated with this public awareness campaign that is getting started and to take part in the vast collective effort to improve the effectiveness of curbside recycling programs, which in the future will be partly financed by the companies and organizations we represent. »
Finally, Philippe-Denis Richard, President of Recyclemédias, expressing the view of his organization, which represents the print media that will be advertising the campaign in their respective publications, said the curbside recycling awareness campaign will benefit from unique exposure through Québec's French and English language dailies, weeklies and magazines. « With $6 million in advertising contributions between now and the end of 2009, we hope to get the message across to all Quebecers about the importance of recycling more and better, » he said.
